When guys say "i like your hair" do they really mean or just bluffing?

Im black and I wore my hair in its natural fluffy state but it was also curly because I had it in twist and took the twist out (the style is called a twistout lol). It was also shrunken up to my shoulders because I didn't stretch or flat iron my hair straight. Anyways when i wore my hair like this i notice this guy staring at me like i looked interesting and then he said "i like your hair". Another guy said the same thing earlier that day. One was white the other hispanic.
Do you think they really mean it or are they just being nice because my hair might look different than other peoples hair and they are trying to make me feel better?
