No, he's just invading your personal space. I've wondered why any guy would think that's appropriate. I don't think I've ever tickled a female that wasn't my mom or girlfriend in my entire life.
Guys don't that do that hinting crap.. If he thought you were fat, he would either tell you directly (crazy, I know) or never bring it up (the much smarter approach). He sure as hell wouldn't be tickling you.

He may want to be a bit more than friends. Its not that common thing between just friends. Couples do that quite often because thats a sign that he wants to touch you, he wants intimacy. I may be wrong tho
