What’s the best way to approach someone about the next step? Or where we stand?

I’m so confused! We’ve been on & off forever! I can’t read his mind. He’s not expressive. He’s an interesting guy I care about him. My favorite thing is no matter how nasty our arguments get he doesn’t give up or decides to let go. But I don't know what he wants from me. During arguments or if I’m talkin to another guy he looks sad while staring at me so much. I’ll immediately end the conversation with other person (we work together just in different areas). I’ll tell him all he offers is sex & it upsets him. He stayed overnight for the first time& didn’t try to get into my pants. We talk about everything & he threw off & said “let me come in you” & I’m thinkin ok he’s crazy! Lol We still didn’t do anything so I get a “friends” vibe. My friends think this generation is weird & he just might be playing me. I’ve known him for a long time & he’s a teddy bear when’s in a great mood! But he still doesn’t express himself. I haven’t asked in awhile cuz I’m not good at “the talk” myself. Do I make it hard for him to? Do I hurt his feelings? Does he not want to commit & scared to tell me?
