I'd say it's both. When I slap my girls butt it's to let her know I find her attractive and as a sign of affection, but it's perfectly possible to do so without lust taking over.

It can also be a sign of dominance for example when you're out together and some guys are paying attention to you or whisteling to you, that slaps your butt as as sign of dominance and to show the other guys you are his.

It can be both. Sometimes guys just pat or give a slap down there just to show affection. It's like saying "You're amazing" or "You're the best". It can also mean something like "You're mine", because you don't let anyone else touch you in that place. But as you say it can also be lusty sometimes.

For me its both. If I pat my wife's butt, its just a way of saying "we've been married 30 years and you are still incredibly sexy to me".

In my experience it was just a playful butt pat. I wouldn't categorize it as lustful nor affectionate, just playful.
