Is it creepy if I tell a guy that I have a crush on him even though we have never spoken to each other?

We go to the same college. Sometimes we had these eye contact situation. We don't really know each other so will it be creepy if I just go to him tell that I have a crush on him and ask if he wants to hangout? (I am really worried if he makes fun of me with his friends if I do this and call me a crazy girl if I do this)

You should approach easily, don't enter with "boom", haha. Ask him out, take couple of days to build up something and to see is he normal dude, after that if everything is good proceed with letting him know that you like him.

Nothing to be sorry about, it's cool. First go meet him, wait for 3-5 days and make some "personal" connection with him (talk about collage, same subjects/topics, etc). If this goes smooth and you see he is interested (by the way he talks with you, answer,...) move on stage 2, haha. During this time you will know at least something about him, regarding where does he likes to go out and you can move on him with asking to go out, after that you can say that you like him.
But listen I would advice some from above, I wouldn't do two things, YOU asking him out and confessing that you like him... Think about these last two.
