Why is he doing this?

I have known this guy for a year and a half now. We have only gone out once. We've talked about hooking up a lot of times & he's said that this will happen when he comes to the city. He lives 45 mins away and says he can't come meet me for what we've talked about because he doesn't have the money. It's been a year since the first time we went out. He still says he has no money. However, he has come many times to the city with his friends. And each time he came, he's only told me he was in here but never asked to meet me or hang out with me. Not even for a quick 5 min meet. If he doesn't have the intention of meeting me, then why does he tell me he's in the city? Last night he was here with his friends and sent me a pic of a bar and when I asked him where he was, he told me he was here. So I told him he knew he was coming and didn't tell me. He said it was an unplanned visit. Still, he could have told me when he took off. But instead, he told me 20 min before going back to his city. Why is he doing this?
