What to do when your friend replies in short answers?

He is one of my best friends, but he doesn't reply much, when he replies, it's usually one word like "yeah, sure, alright" I keep saying questions to him but still he doesn't try to say anything, and he is like my little brother but sometimes I just don't know how to continue a conversation with him, it's rare when we talk and he actually talks with me but still, as I said he is like my little brother, I don't wanna lose him, or him feeling uncomfortable for me not replying to him when I don't know what to tell him...

Short answers usually imply they're either "really busy" but feel it's rude to not at least reply somewhat since usually not replying at all shows NO INTEREST WHATSOEVER.

But, if it's short answers and they're not really doing anything to keep the conversation going then you could also just assume they're just not interested

If they're being short, the best thing to do is just end the conversation and come back later. FIND SOMETHING TO DO

Nothing you learn their behavior and accept them as that. So don't bother with cold talk with him since he clearly isn't into that thing.

Length of someone's reply should not be a matter of concern unless you're in relationship with him

Yea... he is busy most of the time, but when he is online, he isn't busy and I don't know how to continue the conversation
