Is this considered flirting or is he being a weirdo?

I have supervisor who I suspect likes me. Some of the signs are: he stares at me with like he is awestruck, makes excuses to communicate with me, gets insanely jealous if I talk to other males to the point of interrupting. I don't engage him with anything other than work related stuff because he is married. When I 1st started my job, I went to my office and some days later he stuck his business card in a hidden area in my office with his number. It was weird bc I am his assistant so giving me his cell shouldn't be this super private thing. So I ignored it, but one day he randomly texted me although I have never given him my number and I was like wtf?

So for the past few months, someone keeps going into my office and moving stuff around. It is NOT the cleaning people either. They basically line things up in a weird way or do just enough to let me know that they have been in the office. Last week I put a sign that said abandon all ye who enter as a bit of a joke but also to say, hey stay out of my office. Well today I came into my office and the person took one of my pens out and placed it on my sign. Like I said, I know it is not the cleaning people. Because this person habitually lines things up or moves things in a way to say hey I have been in here. I think it is my boss but have proof.

Why would he be doing this? He is not socially awkard and is a very attractive well built men so I cannot imagine why he behaves in this manner. He is also in his 40s so I know he should be mature.
Is this considered flirting or is he being a weirdo?
