Not in my experience. It may make you feel more sweaty if you apply it when you're already sweaty. But that's just because it's more goop on your skin that has yet to absorb. I moisturize constantly, and I'm not a sweaty person.

I'd also advise you to wear sunscreen every day, if it's your skin softness that you're trying to work on. Nothing hardens the skin like a sunburn. If you're worried about the chemicals in it, go for a non-nano mineral sunscreen.
