No, it's not harassment. It's not even borderline. He tried to start a conversation about something he thinks about sometimes to see what someone else thinks about the same thing.

Not even close- harassment isn't "being creepy". Now, if you told him to stop talking to you about it, and he refused, doing it repeatedly, then THAT is harassment.
