It is disappointing, however, it should not change the direction that the relationship is moving. If he gets all upset or pouts then ignore it and possibly him... those kinds of guys are either super immature or after one thing only !!

Depends on how many times it's happened. I love making out, so I wouldn't kind just kissing, but it can be frustrating if you get hot and heavy in a makeout sesh multiple times and she still doesn't feel comfortable going further.
