See if you can make friends with other neighbours and check in with them when you're on your way home and at home.
Take different routes home from work to avoid the nasty neighbour.
See if you can move your work schedule so you can avoid the neighbour.
Take self-defense classes, start recording all interactions (get dashcams and outward facing home security cams), and report any offense to the police (try not to get overbearing - you don't want them to think you cry wolf, but you do want them to have him on record).
If you want, get home security. If you don't want, just see if you can get the signs or stickers - those are often enough to just deter.
And ultimately look at moving. Unless you're willing to dig your heels in and outlast him.

Oh, sorry, I thought you lived on your own.
Yeah, tell your parents and get your dad to wait for you outside when you get home.
The creep seeing you've got people waiting for you will hopefully dissuade him. But still be vigilant.

Good luck with that. I lived in a Neighborhood, at one time, where I spent most of the time head down... except grocery store. I hope you are not in that kind of environment. Low profile was best for me. Be safe.
You call the police on their non-emergency number and describe what is going on with that car. LEOs are trained to handle such situations.
