Guys, When you tell someone you love them, what do you mean ?

Do you mean romantically? If you only loved her as a friend would you still say yes or would your answer be more like “I do as a friend “, or would you simply say no?

Well he says he loves me and yet he has not made any moves…. we have hugged and held hands but always me making the move and to be fair I have done it in a joking way as I am not very direct.
