What kind of body languages without talking would you show?

If he just like what he sees, for years stare like that at you, but he still dates others and still gives the other woman the stare "he likes what he sees". What does he wants to accomplish with it?
Is he just passing time by playing mind games while he knows the other woman isn't his type but he only likes how her body looks?

If he’s staring and not actually doing anything constructive he is probably just checking you out. I don’t know why he wouldn’t make a move, there’s no point staring when he could get to know you better.
