No, men in general have a biological attraction to very feminine, cute looks.

Some Asian cultures promote those looks. For example in japan, cuteness and feminine traits in general are universally socially admired, so even though women in that country that lack those traits exist, they are not on the front page or in ads.

Likewise, in cultures that don't promote those looks, they still have plenty of cute feminine women from their races, because these looks exist in essentially every race.
