Well... in all sincerity, and I know this one's going to be blunt and terrible, it can range anywhere from hitting on you / sexual harassment, to rob / rape / kidnap /murder. To just admiring you and/or unintentionally seeming creepy and suspicious when none of it was intentional.
You can never certainly know, maybe he's just a nice dude after all. But you cannot let your guard down is all I'm saying. Keep close to public people's sight and try your best to refrain from hitting the streets at night. As a 16 year-old girl you gotta act responsibly and try to comprehend how the world works. Generally, and unspecifically saying, some people are freaking monsters.
