I don't like in a hellhole like NYC or anywhere in Jersey, so I can't spesk for them, but I have never seen or more precisely heard a cat call directed at snyone in all my life except on tv.

I am sure there is some dark corner it may hsppen, but no where in the civilized non megacity wastelands.

That's called a catcall. It means that he is trying to tell you he thinks you are attractive. To him he sees it as a normal greeting, what it actually is? Harassment.
