It means that he hasn't developed the communication skills to explain what it is he is trying to tell you by letting you know what his intentions are with out providing you the context. Just ask him why he is doing that what it means and let us know what he says so we have more info to go from. Don't be comfortable asking strangers to help explain something but unwilling to as a friend you should be comfortable with the reason for his actions
