A lack of confidence in the person their attracted to, or maybe they just don't find her attractive. There is a possibility that they think their ugly and therefore they don't even want to look.

In a lot of cases guys are shy and they're worn down by rejection since they are the ones that have to do the approaching so they settle for just admiring you from afar.
