Yep, because unless he is the most self unaware person in this world, he knows he is exposing himself on purpose. He knows when he gets dressed with whatever clothing he does that exposes himself that you can see. So, without a doubt, I think this is on purpose.

Why? I have no clue. That is completely unacceptable of your suitemate to make things uncomfortable like that. I would move out. I would at least communicate that to him that I was not going to tolerate it.

It is not hard or inconvenient for someone to make sure their private area stays covered in the company of others. If he wants to do that in the privacy of his own room, whatever. When he shares common spaces, he should be fully clothed.

I am still pondering (other than to hint to you he wants in your pants) why anyone would do this or think it was remotely acceptable. That is really the better question is why does he do this?
