Can a woman? Not really. I'm not saying she has to be drop dead gorgeous, or he be drop dead gorgeous. But a relationship without ANY physical attraction is called a "friendship".

My advice is work with what God gave you and do your best to hide your self consciousness. Because confidence is attractive. You don't have to fully believe it. Just don't let the opposite gender believe you lack it.

If that was a bit unclear, I have close friend who has a pug as a pet. I always thought pugs were the ugliest dogs on the planet, maybe even uglier than bulldogs. But I spent time at his house and we were drinking and I had to go to the bathroom and when I came out of the door, the pug was outside wagging his tail. And for a moment I thought he was so cute so I crouched down and pet him and he lick me on the face which was like, "Blerrgh! and so sloppy" But seemed like a nice gesture.

Then he roll over all excited and I put his belly and he was following me around everywhere after that so I picked him up and then I wanted to steal my friend's pet. I just loved him and I suddenly I think this bug-eyed look is so cute. I really started to love how he looked.
