It might be possible it could go either way. I know a lot of times when I like a girl when I pass her, I avoid eye contact because I'm afraid she'll catch me staring at her and find me a creep.

A lot of time too, I'm too shy to look at her. If I had to guess, I'd say guys avoid eye contact more because of shyness, but then again, I can speak for all guys.
