So on Sunday we were meeting up with a guy that my best friend was talking to and while me and her got ice cream that guy was taking a picture of our behinds (like back and our buts) like he was taking a picture of my best friend and her stuff and then I was in the background (and my butt was also) and she had found that out on his phone and deleted it? What should we do? I had a good time until I learned of what he did today, me and him were laughing always and also he seemed very protective of me like touching my lower back and pulling me to one side by my elbow and walking very close to me which I didn’t mind and would always look at me while talking to her, and then asked me for my phone number which I didn’t mind, but while he made her very uncomfortable like making him sit on her lap and he tickled her inappropriately, what should we do? Please help

Well... do you have to do anything? It sounds like you handled it short term and if you stop hanging out there won't be anything else to worry about long term either.
Apart from the uncomfortable experience this could very well be considered dealt with. The butt thing could be for any reason, but stilö inappropriate.
It’s like I wanna be friends with him because he seems like a good friend and very protective of me in many ways, I don't know if I should let this go or not, that’s what I’m debating, most likely i would just be careful next time when he hangs out with us. He might. And if you don't mind him being touchy and admiring your butt I suppose nothing else was too over the line.
Still, it seems fairly simple. If you want to hang out with him, you can do so. Your friend does not have to. The behaviour seems a bit too lecherous to me but that is one of the normally fixable quirks.
I feel you are complicating this. Is there any reason you can not do what you want to do?
Invading someones personal space by touching without consent is not 'protective'.
