Why does he text me for months and get shy around me but isn’t asking me out?

red flags: mostly takes days or a week to respond, doesn’t speak to me in person unless I say hi to him because he’s “shy” but watches me, told me he recently broke up with a serious relationship with his ex, been talking to me since early March with no progression
