Of course. If you really like this guy, I would be straight up with your friend and say, no, and that he needs to respect your relationship. If he is persistent, you should cut ties with him.
When you are in a relationship, you just can't maintain a friendship with someone that wants to be with you. That kind of thing will poison your relationship in some way, shape, or form.
