i have 2 brothers and they dont listen when told to cover it up or put cloths on or a towel
Depends on the culture and their personal comfort with their own skin.
In some cultures, nearly everyone is comfortable being completely naked between the shower and their room. In other cultures, people change in the bathroom and you never get to see bare chests, never mind private parts.
America and Great Britain tend to be on the pruder side of things. However, even in those countries, all you have to do is go to a public swimming pool and you'll see quite a few people hanging out completely naked in the locker room.
Studies have shown that people begin to develop a sense of modesty around puberty. After puberty, there's one more big break: when people leave home to go to university, they often come back home and are suddenly uncomfortable with the amount of nakedness they used to display at home, because it's no longer their home anymore, just a temporary summer residence.
Aside from that, though, many boys (and some girls) will never develop that sense of modesty, particularly amongst family. You telling them to stop will only give them the attention they want. Try your best to ignore it.

Whaattt? if you're family is the type of doing the opposite of something you do have trouble with.. well your family is totally fu**ed.. of course my brother will poke at me about stuff (never in a means way) but anyone will over and over do something that deeply annoyed someone else's

As a general rules, very little boys - toddlers, for example - don't care one way or the other. They are not psychologically aware of nudity and at their ages there is not enough self-awareness for them to be modest.
Then, as boys get into - and these are general ranges - the 4 to 13 year old range, they tend to get VERY modest. They will object to being seen naked at all and will even, for example, insist on wearing long pants and such. (When they were smaller, do you ever remember your mom saying to your brothers, "Oh, c'mon! I saw you before you saw yourself!!)
Then as boys enter puberty, at first they become even more self-conscious and don't want to be seen naked. Things like getting pubic hair and chest hair make them more self-conscious.
However, beginning at about age 15 or so, the male's natural instinct is to display, so to speak. This is an evolutionary trait as the male's - now capable of producing sperm and reproducing - sex drive and need to reproduce in evolutionary terms, takes over. Then at that point, males will tend to walk around nude, even in public.
After that, social and cultural factors become a more dominant force. Some males will flout the rules, so to speak. Others will dress as appropriate.
Please note, by the way, that the above is a general psychological analysis. Cultural, social and family influences will all play their parts.
Without knowing how old your brothers are and what your family life has been as they have grown up, it is not really possible to answer your question specifically. However, overall, particularly if they are in their teens and early 20s, their behavior is pretty normal and will fade as they grow older.
For the moment, though, evolutionary psychology is at work. They are doing what comes naturally, so to speak.

They are about 5 years apart and growing up we were taught to be ok with our bodies and ok to walk from bathroom to bedrooms naked but it seems my mom thinks they are getting well endowed and not to do it anymore

My family wasn't like that and I don't think most families are like that. My Mom would've grabbed me by the hair and thrown me outside... then my Dad, her, and my sisters would probably laugh at me through the window. My Great Grandparents would've shamed the shit out of me... Great Grandma would've probably called me a nasty little pervert or something like that... probably start swatting me with that rolled-up newspaper she'd always smack me with.

Now when I lived alone I didn't. I admit I didn't when I had those strippers as roommates. We were adults and seen naked people before and nudity didn't bother us. I don't wear clothes around my girlfriend now in her room at her place. I will when leave the room bc of her kids tho.
The older we (guys) get, the more common sense we get.
