No, I mean the woman they're watching, if they're not doing it in a weird way she might think they like her and then the woman could approach and if the guy is just looking he wouldn't accept the approach, hence will hurt her by giving her (I guess inadvertently) false signals he's interested.

I just said in the last one that we probably don't know that we look creepy when we look.
