Not offensive no. Weird? Maybe depending on the context of how it was said. If it was some random dude then I'd be thinking in my head why you staring at my feet bro? If it was someone I was dating then nah it wouldn't bother me a bit. I like compliments. Even though I don't think my feet are anything special that's great someone else thinks they are pretty I guess.
