A real head scratcher you got here. Basically you are asking why do people compliment each other? Well a couple of reasons. One they are being friendly and that's their personality or two they could be flirting. I'd need some context of what the guy is to you. Is he a friend? Is he a coworker? What is he? That might define better what his motives are. Usually flirting there is not just one sign but many. So I'd lean towards him being a friendly person. As to what that means he likes when you look happy. Don't we all like being around happy people?
