Why does a guy stare at me in class once in a while but not follow me back on Instagram?

On the first day when I looked at him he would look away but now he would carry on staring even when I catch him staring at me. Today he smiled at me in class when I wad walking in the room n I stared back but this time I felt too shy to smile back😅 I tried following him on Instagram but he wouldn't follow me back but keeps staring at me in class from time to time. What's the meaning of this? I'm feeling a bit confused
