They may be just on the verge, but something is making them hold back. It could be free of rejection, concern if you have too many male friends/too many guys chasing you, not liking an ex still being around trying to get back with you, etc. It could also be fear of ruining the friendship, being confused or unclear about how you feel about him, etc. Only he can answer that though.

Generally the guy asks for the first date, plans the first date, and makes sure communication is solid leading up to the first date. Then he will try to nudge things forward if he is interested. Plenty of risk for rejection. What do girls usually do? They won't even show a guy she is interested. Uh, it's a risk to express interest? Come on, that's bullshit.
