Guy at work keeps telling me he likes my shirt and necklaces and I dont mean once in awhile I mean like allll the time, and he tells me jokes in passing and is always smiling a lot when he walks by and says hey

There is a chance that he does. Is he like that with other coworkers or just you that you can tell. I would look at that. If it is just you he is giving the extra attention to then possibly he does. I'll say the same thing I say to everyone asking about workplace likes and crushes. Not the best idea because if something goes wrong it can be a disaster if you gotta see someone that you really don't like or even hate. I'm not saying don't do it but just keep that in mind is all.
