Lots of time teasing is a way of flirting. It really is going to depend on the type of teasing and the context of it. It's also something that younger girls and guys typically do to flirt. I grew out of that type of thing in early high school. I can't remember the last time I flirted by teasing or had someone do that to me. People can also tease to be mean. Again it really depends on the context of how it was done.
