Well first thing first he obviously can't get the hint that you don't want him to do it. Do you verbally tell him as well? I would if I were you because pushing his hand away isn't getting the message across. Where is he touching you and more importantly who is "he"? Is he a friend? Boyfriend? Random dude? Yeah anyone with half a functioning brain can see that he isn't getting the hint if you keep pushing his hand away and he keeps trying. If you're pushing his hand away, it should be clear enough that you're not consenting to anything more than what you were doing. He's only focused on what he wants and isn't taking your feelings into consideration. If you plan to hang out like that again, I'd recommend being verbal with him beforehand. And if he's still pushy, don't let him near you. Someone being comfortable with your discomfort is never okay.
