Too nervous, afraid of rejection. He might just like to look and fantasize about you but not want to commit to a relationship. Then again he might just be a creep. I know if I stare it's because I really like what I am looking at, but happen to be in a relationship already. I'm not unhappy in my current situation, but I do appreciate beautiful things.
