Our first interaction was when i was with my girl friend, we were sitting and he just happened to pass by : he asked us how we were... then , after that I saw him several times , he always asked me how I was.. One time I was with my friends and he was right in front of me , he waved at me to say hi but I didn't see him , he then left with his friend on his motorcycle and then passed near us again to wave at me again. He even showed me to his friend by pointing at me while they were talking (I saw him and my friends also saw him , I would love to know what he was saying) . After these situation and many others he then stopped , he doesn't say hello anymore but he started to stare at me really hard everytime at school and his friends also started to stare at me which is very odd. We just stare at each other. One day , I was with my friends and we were walking the opposite way and my friend told me that he turned his head to look at my ass the first time and the second time to stare. Then , 2 days ago he was with his friends in their car and he WAVED AND SMILED AT ME but I wasn't looking so I didn't see and I couldn't respond , I felt so bad and my friend responded because they didn't want him to feel bad or ignored. So... I was wondering... why isn't he approaching me? Is he afraid? I'm really shy so I can't really do anything ^^'

Don't feel bad, nevermind if you never noticed him. If he likes you, he will have action! And in order to do that, he need your attention.
Whenever he get to see you, that's an opportunity for him. If he don't make the first approach, then you will never gonna know what are all these about.
You'll be able to personally experience them, enjoy such school romance. It's one of the best thing you can do right now.
In life, we got to live without regrets. Missed chance, he may never have the courage to approach you, and then time has past, both of you will have to go separate ways.
You're attractive but you don't send signs of interest. If a I have intense eye contact with a girl, she stares back but doesn't invite me to approach her, I will leave her alone. I know this is wrong and I landed mostly in bed with 'less loyal' girls, because they are experienced in letting feel welcome a man they want. On the other hand, running like a dog behind girls who behave "cold" is against my personal principles.

Yeah I was expecting this kind of answer. Since I discovered that he approached a girl the first month of school and this girl is known for her... let's say for having sexual intercourse with every guy , she's well known in my country for that. Either way, thanks for the advice !
No doubt he likes you! If you like him too, just make eye contact with him and smile while staring at him, then everything will work itself out. But to explain why guys have this passive behavior of not approaching girls and staring at them I could potentially think of 2 reasons: 1) fear of rejection: when a guy gets rejected after approaching a girl who he truly likes or even loves then it's the worst feeling in the world that he ever experiences. This feeling hurts so bad and lasts for so long that the next time he thinks twice before approaching another girl. So instead he wants to make sure that you like him as well before the approach. Unfortunately we guys are so dumb when it comes to reading a signal and girls body language :D so be straight forward: look at his eyes and smile :)
2) he might assume you have a boyfriend. If he looks at you and then you turn your eyes off after a short eye contact the he might read it as a sign of disinterest or assume you already have a boyfriend so he won't approach you!
I think he is almost similar to me.. I'm not shy, but I'm not good at facing these situations also... He doesn't know how to express his love/attraction to you... He doesn't feel very well when too much girls (your friends) (or people he doesn't know) are around him... If your response is positive... He will come to talk to you soon..
You ignored him more than once, he's also shy to develop more than a salute so anytime he approach he might be doing efforts and you ignore that , you like him but seems you both are not coinciding the moment yet, he need to do a 1to 1 approach or this will happen maaany times and the real creepy ignoring will start, I would suggest him to ask your best friend to tell you that he finds you attractive, that's how I got a nice summer vacation relation
My god you have a friend. Have her explain. He thinks you’re being stuck up and are telling him not to approach you. Have her say my friend thinks your cute. Or something. You couldn’t think of anything like that?
You’re literally pointing out that you’re aware you accidentally ignored him and can’t figure it out. When a guy tries talking to you, they’re feeling out if they can approach you or not. You ignored him in other words telling him that you don’t want to be approached. Common sense.
Guys often what a sign that a woman is interested in him before they approach. No one likes unecassary rejection and signs of interest by the woman will increase her chances of being approached. You should try initiating. Smile and wave at him first. Don't act aloof.
He probably can't even read his own emotions. Its clear he likes you but men are pretty stark. Our thoughts are quicker than our emotions. Our emotions are in slow motion. Go up to him and just say hi. He will probably fall over. That's a good sign.
he probably likes the look of u... finds it a pleasure to see you... but can't be bothered to talk to u, or jus doesn't want a relationship, or maybe he jus finds talking awkard and he's nervous so he avoids it
Maybe he waiting till the... Perfect moment to strike... When you're away from ya friends... He can pick you up and... haul you away as his own... PREPARE YOURSELF TO BE HAULED
