Why does a guy stare at me if he has a girlfriend?

now I know that this guy likes his girlfriend very much and I’m not trying to ruin any relationship and I do not want to talk to him

but I just want to know why does this one guy always stare at me when I’m not looking and checks me out. He stares at me for along time and it doesn’t matter where I’m standing he’s just staring at me and he sometimes glances at me and looks away quickly when I catch him and always looks down. We also make eye contact sometimes and he doesn’t look away. Is he trying to send a friendly signal or an interest signal?
