Guys, Why does this guy stare from afar sometimes but never does anything more?

There's this guy I like and well back in December he would stare a lot and we would make eye contact from across the cafeteria. In class also he would stare at me so much, but every time I tried looking back at him he would look away really fast. Now like the past two months there was a point where all he did was stare and like smile at the same time and his friends would look back at me too. Like now though during lunch he doesn't even look? In the hallways though he stares at me and like I'm really confused. He has a brother the same grade and they both stare and his brother stares at me a lot during class. I'm just really confused like if he wanted too he would've done something by now right? And people tell me "maybe he wants you to make the first move because he's shy", but I'm shy too and I'm not the one having a group of friends laugh at me and look back at me from across the cafeteria and having them watch my every move either. That stopped though, but it happened and it really intimidated me. I just don't know what's going on through his mind. Every time I look at him he like moves his head left and right like he's nervous like he looks around. Today he didn't stare at lunch but as I was walking out of the cafeteria with my friends I noticed him and his brother staring from afar. I just need answers or like opinions. Thanks.

As a shy guy, I'll tell you that eye-contact is not enough for me to approach a girl. At least for me, it's very difficult to gauge a girl's interest. "Does she like me, or is she just being nice?" is a thought that enters my mind a lot.

I've falsely gauged a girl's interest so many times (resulting in rejection), that I'm really just discouraged to approach any girls, for a while anyway. But that doesn't mean I won't stare.
