Guys, why does this guy stare at me all the time but is rude to me?

So there is this guy in my college who stares at me all the time but never talks to me or approaches me... I've tried talking to him twice but he was rude to me.. he also gets really pissed off if I ignore him.. like he'll try to ignore me back or something.. I wouldn't really care about this but I'm bothered by his constant staring and not saying anything... he also looks away really quickly whenever I catch him staring at me and always stares at me from a distance... even my friends have noticed this.. his behaviour is strange... If he doesn't want to talk to me then why does he stare at me all the time?

What does this mean exactly?

he likes you, reasion why he acts rude or doesn't approach you is because he find you to be intimidating either by how many you look, how popular you are, etc.. but he also might be restricting himself from you.

restricting might be for example he has a girlfriend or it could be because he comes from a religious background that does not condone mixing with outside the group. but there could be others. but if he gives a mean vibe it might just mean he finds you very attractive and has some kind of battle within himself. so he pushes you away to not het to close.

He doesn't have a girlfriend and I don't think he's ever had one either.. he's a very outgoing guy and is quite comfortable talking to other girls.. he has a lot of female friends and he's very nice to all of them... so I don't get it what have I done to get treated so rudely? I mean he doesn't even know me personally... this really bothers me

Well all he does is stare at me, mostly when I'm not looking. He also finds excuses to hang around me all the time, my friends have noticed this. We've had eye contact a lot of times but he looks away quickly, all of this happens in college. Sometimes he'll even hang around alone around me and just stares at me when I'm talking to my friends or something.

I noticed this twice but ignored him thinking that he'll approach me if he really wants to talk. He never did so I got one of our mutual friends to text him about whether he likes me or not he didn't reply to it. After this I tried talking to him thinking that maybe he is just shy and scared but he was rude to me both the times.

Actually there are a lot more details. It's a pretty long story I used to have a crush on him (he has absolutely no idea about this) but his rude behaviour is a complete turn off. I really don't get it though why is he nice to all the other girls except me? He doesn't even know me personally.
