If my boss tapped me on the shoulder to get my attention while he was on the phone, I wouldn't think it was rude. He was just trying to ask me to do something without interrupting his call.
Sometimes when the boss is busy on a call, a little tap is better than waving your hands to get noticed. As long as he didn't like grab my shoulder hard or anything, I'd be cool with it. He's the boss, he needs stuff. And yelling across the room would be way more distracting during an important call.
As long as he's not like constantly tapping me to do little things, just the occasional shoulder tap to get my attention seems fine. It's not like he came up and punched my shoulder or something. Just a tap to say "hey I need you when I'm done here." No big deal in my books. Now if he did it in front of other coworkers to embarrass me, that would be rude. But a normal shoulder tap, I wouldn't worry about it.
Unless he does this often, don’t think too much into the gesture. Also, does he do this to your other colleagues?
