That all depends on what you mean by doesn't care about their appearance. Does that mean they look a mess hygenically or their clothing style. I don't judge much about what people wear because everyone likes different styles. Now if it looks like you haven't washed your hair in a week and can't be bothered to have clean clothes on then I am just going to think that sort of person is lazy and can't be bothered to do the minimum. That isn't something that is going to attract me at all. You say you used to hope to find a girlfriend and now you are inferior. So I am guessing that means you have just given up. That isn't going to help the situation at all.
