Handshakes are a friendly way to greet someone. If he is a nice guy and you rejected his handshake, he probably took it as you either being hostile towards him, or that you secretly find him repulsive. Both of which can make anyone feel upset.

If he's a creep, then I guess he may have been trying to shake your hand to feel the warmth of a womans touch or something. And when you said no, it was just another rejection on the pile that is building up for him.

Either way, he got mad because a handshake is a natural way to greet someone, especially in a professional environment. And your response to a reasonable greeting was "no."
