What does it mean when you ask a man you're friends with and that you like and he has an interest in me also in a text message if he sees himself being with you in the future and he never responds to your text?

I guess it means that he's thinking about it. Sometimes, you just don't wanna answer right away and need to time to think it through. You might get your answer in a short while (days/weeks) but, if you never do, it means he probably doesn't want you that way and hopes you'll have forgotten all about even asking him. If you've already asked him, the ball's now in his court! Wait a while and see what he does with it.
If he takes a good long time to act on your query, maybe you can ply him a bit by mentioning that you wanted to go somewhere (to see a band or a movie) in a week or so and was thinking about asking some other guy to take you. He just might chime in and say, "I'll take you!" and then, you've got him! Hook, line and stinker. I MEAN... SINKER! Now, you just have to use your girlness at the theatre and afterwards to reel him in. You know, put your head on his shoulder, mention that you're chilly so he'll drape his sweater or even his arm around you, share your popcorn with him, snuggle into his side a bit. At the end of the night, tell him you had a really nice time and hope to do it again and give him a little kiss that, after you leave, will make it's way to his ear and tell him things like, "She really likes you! Why don't you ask her on another date?".
If he doesn't bite on the surrogate boyfriend taking you to the movies bit, I guess you either have to try jumping his bones or just let it go, he's not that interested in you that way.
Now, get in there and GO GET HIM, TIGER!!

Well he's just getting out of a relationship so he doesn't want to get into another one right away.

And he also told me that he if I wanted to go and date someone that I could but he didn't want me to continue to wait on him while his feelings was still wrapped up in his ex.

Okay, I guess that makes sense.
But, I've never had a problem going from one to another (except that there was a few weeks, at least,. between but, not by my choice).

Yeah, several times but,. if I had someone new, I guess I didn't let it stop me. Sally told me she was just using me to make another guy jealous so, there was no point in waiting for her to come back to me. Carol was already with my guitarist when they split up and she eventually came to me and, 3 months later went back to him but, part of the reason she was with me was because she was about to have her 3rd nervous breakdown but, I didn't know that until a week AFTER we had sex. When she got out of the psych hospital 6 months later, she went back to him. Sure, I cried over that but, a psychologist I started seeing because of it set me up with the girl in the question about 2 weeks later. And, Anu ended up cheating on me after 10 years together. so, it's NOT like I've ever had someone to actually get over via just a normal break-up.

What I think is,

1) if he likes you, then he's a chicken because he dare not commit or just say yes.

2) he doesn't like you, yet not want to give up. He's probably trying his luck to get into your skirt.

Either case, you have the final say.

If you like him, then wait. Otherwise, don't waste your time.

If he doesn't respond soon and leaves you on seen, he might not feel the same (speaking of a long-term thing). He might not have expected for you to take it so seriously.

If a guy likes you a lot he will usually go out of his way to be in your face. As that is not happening here, there is a chance he is a player and has a few women on the go.
