Well because he's telling you that he's not ready to settle down and that you're probably the girl that you really likes but he needs to go out and play more and he doesn't want to hurt you so move on or let him do his thing and he'll come back to you when he wants you..

Let's just say if I were you I'd move on a would not consider him again even if he was the last man on earth and the fate of the human race depended on it.😆 regardless of how I felt about him.
I worked with a woman who quit because she went into rehab (she was a mess) but I knew she wasn't serious about getting clean. I told her I'd see her in "x" amount of months. Because I figured that's how long she'd last before she quit. I called it on the nose (by the way I don't enjoy the fact I was right). But I knew she was going to quit and come back.
This is no different. He's got you figured out. So, show him differently.
