Why do guys always say "forever and always"?

How come whenever some guys are in relationships, they tell the girl "We'll be together forever and always" and then break up with her? Is it just because they want some action, or do they truly think that they'll be together forever with that girl (I think it's because they want action). I don't know why guys say that, personally I think it's a little clingy, but do they think it's something that girls want to hear?

P.S. I do know that some guys actually say it because they aren't lying and truly love their girlfriend. But it seems like a lot of the time, that's not the case.
