We have been texting back and forth for a few weeks. We seem to have similar values on relationships and he asked me if I wanted a family, why would you ask someone this over text?

Simply to know you better. My boyfriend now also asked such kind questions to me even when we were not in relationship, we were simply like friends then and had no intention to ever start a relationship together. But he used to ask such questions. And later after knowing all about me and when he felt like I'm right person for him with whom he can see a future together, then he confessed his love.
So not necessarily that he has anything in head. Just take it casually like any other questions without implying any hidden meaning or hidden intension behind it. Just an another question to know you better as a friend.
for one it sounds like all you do is text, you haven't mentioned when you get together and talk.
So based on that, how else would he ask you except in the form of communication that you are using, aka texting.
Quite possibly he wants a family and wants to see what your thoughts are.
Not for the immediate future, like a long range plan.
If you don't and he does, or the other way around then there is no sense on going any further, as having a family or not can be a deal breaker if you are polar opposites.
Why waste the time and energy on something that is destined to fail when you can pursue someone that has the same feelings about not/or having a family that you have.
What the problem to answer if you want children or not? it's pretty basic info about you.
I want a boyfriend that wants have a family / babies and no guy asks me that. Why only guys that want a family ask girls that don’t want that? Lol not fair…..

Well you see there this thing called reproduction. And it works really well when both initial parties are involved.
The same reason why anyone asks a question. They wanted to know the answer.
