When a guy touches you, does that automatically mean that he is interested in you?

I know this question has been dissected so many times and yet I still am getting mixed signals.
If a guy that you are having a conversation with while sitting beside each other, playfully reaches out multiple times to touch your leg and arm mid chat, does it mean that he might be interested? I know there are men out there who can be touchy when talking to the opposite sex and who have no interest in dating them. It's just their communication style. How do I differentiate between the two?

I’d say it’s more about differentiating between physical attraction and romantic interest. Men who are super touchy will always strike me as wanting something physical, just can’t keep their hands off you and I actually find it inappropriate and disrespectful in excess. Men who are actually interested in you will flirt subtly and be respectful. They may actually overthink their actions towards the woman and do their best not to make her uncomfortable.
