Because you have not behaved in a way that is associated with serious girlfriend material. I think loyalty is a requirement. If you're flirting with other guys or acting like the guy is only 1 of many guys then he has zero reason to promote you to girlfriend. Also some guys just aren't interested in serious relationships at all.
