Your wording and situation is missing context. But, I'm going to assume you meant "not touch you sexually."
1: he could be an intimate focused person, who doesn't want to screw anything up by making the relationship sexual.
2: he could be demi-sexual, so he can't see you in a sexual sense, until he gets to know you well enough.
3: he could just be asexual
4: he could have had bad experiences from past relationships, that went bad from the moment it got sexual.
5: have you tried just talking to him, instead of trying to get him to admit it by dropping subtext, in place of being straightforward?

We're not all sexual being I'm afraid, sex isn't often on my radar either, I can go longer than a year with a partner without it. Could also be there's some discomfort (like ED) or you're both not in that stage yet in his mind, my advice for all women is to communicate your feelings openly and clearly, he can explain where we can only speculate.

I don't mind a day of just that... But I won't be able to go days without something extra but sometimes cuddling us nice, you get to connect on an emotional level and feel his love and care more than just sex
