This can only mean one thing, right?

So I was telling my friend about a conversation I had with a guy and how he might’ve been flirting but I wasn’t sure (I went into a lot more detail about our conversation when I was talking to her). Then when I said we don’t have any family in the area, he said “oh, well, we’re all family here” (he knows my brother pretty well). Anyways, my friend still thinks he likes me and maybe meant it like he wants to marry me one day? I honestly don’t think he meant it like that, but she has more experience when it comes to dating then I do so I’m not sure. I guess my question is that saying “we’re all family here” only means that he sees me as his little sister/his friends little sister (he’s met me like two times), right? Or does that just depend on the guy?
